With the wicks up - LOL - Seriously though - it depends on whether you are using a centerpiece. You can put pairs of candlesitcks evenly spaced or when you have several in a grouping or row - however you feel looks balanced for your table setting. Try several different heights - and tie them together with the same color candles. If you use tapers you can buy cute little glass bases that are very inexpensive, to put around them to catch any wax that drips.
I generally put them with the fire on top.
put them on a small plate or bowl.
a tea cup saucer would be good.

Candles should be placed in their candle holders in the centre of the table where they are not in any danger of being knocked over.
Make sure the dripping wax is contained in effective candle holders or attractive saucers.
