How should we blow out candles for a birthday in a no candles dorm?

My son is living in a dorm with a strict no candles policy. $100 fine per candle. His birthday is coming up and we want to celebrate with his friends in the dorm. Has anyone else faced the dilemma of how to blow out the candles when there are no candles? What have you substituted? (Keep it clean please - this is a mom here). We can’t go out because of time limitations (long story).
For folks suggesting moving outside or to the lounge, the rule is that you aren’t allowed to have candles anywhere in the vicinity of the dorm. Lighting them isn’t even the issue - possessing them is. I’m interested in the flamless candle option - but where can you get blowout versions other than on the net? Do party stores have them?

    On my birthday my mom taped paper flames to the wick and told me to make a wish as I removed them each from the cake. That way I still had my candles and my wishes and I was taking them out for the cake to be cut too ;)

    Get some golf tees and put cheerios or fruit loops on the top and have him blow them off.

    use candles anyways. they are only going to lit for a few seconds. and i think the rules are for like candles used for light or scented candles that might catch the place on fire. I really think they would let birthday candles slide.

    They sell electric candles you can put on the cake…at a party store…

    Virtual candles? Let him have his wish come true by default.

    take a strip of christmas lights and put them on the cake. plug them in and put the cake in front of him. when he blows out the “candles”, unplug the lights.

    my group had this problem though the fine wasn’t so high we just took the cake outside did the candles and went back in.

    use a lighter. it’s not a candle hehe.

    If you take it downstairs in the lounge and do it there probably wouldn’t be a problem. It’s in their rooms where it becomes an issue of getting fined. You’d probably have more room for people and cake and celebration in the lounge anyhow! If you want to double-check, you can call his school and talk to someone from the residence hall association and ask them any questions you might have.

    here is an ideas, blow candles out through form of dance, create a dance that has the symbolisum of blowing candles out.
